Other than your fee requirements you may have to take $1500-$2500. This you can get from any foreign exchange banks like SBI, SBH, IOB etc. Nationalized banks offer better exchange rates than private banks such as ICICI, HDFC. Take major part of the money in Demand Drafts [DD's] or Traveller Checks [TC's]. 

The typical combination is DDs for the entire fee you have to pay, $1000-$2000 in TCs, and $500 in Cash [a combination of notes and coins]. It’s cheaper to get TCs instead of traveller cards like SBI, Vishwa Yatra Card or even Cash.

Alternatively, you can wire the fees directly to the university and just carry the funds enough for your maintenance. $2500 will suffice for the first two months.
